The Property

Non-Domestic
Any non-domestic building to be sold or rented requires an Energy Performance Certificate. The seller or landlord is responsible for ensuring a valid certificate is available to all prospective purchasers or tenants. The requirements have been introduced in phases (April 6th 2008 for buildings over 10,000 square metres; July 1st 2008 for those over 2,500 square metres, remainder from October 1st 2008).
The range of buildings requiring a certificate is diverse, as are the owners and landlords who are responsible for their provision. Buy-to-Let Landlords
From October 1st 2008 any landlord renting out a domestic property will have a statutory duty to provide an Energy Performance Certificate to the tenant. This is the same type of certificate as that required in a Home Information Pack and can be provided only by a qualified Domestic Energy Assessor.
Many landlords have built portfolios of properties across the country. We can offer a single point of contact to provide certificates anywhere, even at short notice.
Many of our assessors are also experienced chartered surveyors and as Personal Touch Energy Surveyors we can provide valuation and survey reports both on existing properties and on purchase. If selling, we can provide the Home Information Pack at a very competitive rate.

Social Housing
Housing associations, local authorities and other social housing providers are included in the statutory requirement to provide tenants with an Energy Performance Certificate produced by a qualified Domestic Energy Assessor on renting properties from October 1st 2008.
PTES are able to provide volume certificates to comply with the legislation. In addition we are able to offer other services through our chartered surveying team (Personal Touch Surveyors) in relation to condition surveys, right-to-buy valuations and acquisitions.

Public Buildings
All buildings over 1,000 square metres that are occupied or part occupied by public authorities or by institutions providing public services to a large number of people and visited by those persons require a Display Energy Certificate and Advisory Report by October 1st 2008.
Many public authorities and institutions have a mixed estate of properties, some requiring Display Certifi cates, others Energy Performance Certificates. Personal Touch Energy Surveyors can provide advice and produce certifi cates of any type.

Selling a Home
Home Information Packs became a statutory requirement on the marketing for sale of all existing homes in December 2007 and must include an Energy Performance Certificate, which can only be produced by a qualified Domestic Energy Assessor. New homes required a certificate from April 2008. From October 1st 2008 an EPC is required even when the property is not marketed, e.g. by private treaty between family members or local authority housing.
